It can be seen from the figure that if the electric field and magnetic field maintain a 90-degree phase difference, the power takes a positive value in two quarter cycles and a negative value in the other two quarter cycles. Therefore, the average value is 0. This shows that this electromagnetic wave does not transfer energy and can be regarded as a probability wave
